Recommendations for hybrid autumn 2021/2022


Extraordinary and protective measures of the Ministry of Health


The Task Force of the Faculty of Science, Charles University adopted the following resolution in a correspondence meeting on 14 March 2022:

In response to the current development of the pandemic situation and the abolition of anti-epidemic measures by the Government of the Czech Republic and the Ministry of Health, the Task Force of the Faculty of Science of Charles University is abolishing all of its previous resolutions concerning anti-epidemic measures in connection with the Covid-19 disease, including those regulating the obligation to wear respiratory protective equipment in the internal premises of the faculty, effective from Monday 14 March 2022.

The Task Force reminds students and staff of the current recommendation to closely monitor their health status so that they do not expose other students and colleagues to unnecessary health risks.

The Task Force thanks all students and staff of the Faculty for complying with the anti-epidemic measures in force for the past two years and expresses the hope that in the future we will not have to resort to their reintroduction and that teaching and academic life will continue to proceed as normal once the illness has subsided.


The Task Force of the Faculty of Science, Charles University adopted the following resolution in a correspondence meeting on 21 February 2022:

In response to the current developments in the pandemic situation and to the abolition of anti-epidemic measures by the Government of the Czech Republic and the Ministry of Health, the Task Force of the Faculty of Science is cancelling its previous resolutions, including but not limited to the resolutions governing the requirements for the entry of external workers and visitors to the Faculty adopted by the Task Force on 14 January 2022. As a result, the visitors to events organised by the Faculty are no longer required to demonstrate being free of infection on entering Faculty buildings.

The rules for wearing respiratory protection remain unchanged for the time being. The wearing of respiratory masks is mandatory for all persons in the interior areas of the Faculty. Exceptions apply only to teachers during instruction, examiners and examinees, and consultations while observing the social distances of 1.5 m.

The rules also apply to activities as part of lifelong and other education, visits to libraries and museums, and participation in conferences and seminars held at the faculty.

The Task Force recommends that the teachers:

– Update their consulting hours and offer them to the students while teaching;

– With effect from 1 March 2022, offer examination/course credit dates for winter semester subjects in the summer semester and summer examination period, in particular for students who could not take examination/course credits in the winter semester due to external obstacles;

All other currently applicable measures and resolutions of the Task Force of the Faculty of Science, Charles University are abolished with effect from the issue of this Resolution.


The Task Force of the Faculty of Science, Charles University adopted the following resolution in a correspondence meeting on 14 February 2022:

Mandatory antigen testing of the employees is in effect until Friday 18 February 2022.

The Task Force insists on its appeal towards observing all the measures, including the necessity of wearing respiratory protection in all interior areas of the tertiary school and maintaining social distances of at least 1.5 m.

The rules for wearing respiratory protection remain unchanged. The only exception applies to teachers when teaching, the examiners and the examinees, and consultations subject to observing the distances of 1.5 m.

Current notes on the organisation of study

  • The schedule of the academic year 2021/2022 is not changing. The instruction in the summer semester of 2021/2022 will be delivered in a presence mode from 14 February 2022. The instruction is scheduled until 15 May 2022; the last week of the scheduled instruction (9–15 May 2022) is the course credit week and the week from 16 to 22 May 2022 is reserved for block instruction (field exercises, trips, etc.), and for “early” examination dates. The summer examination period is planned for 23 May to 30 June 2022 and 1 September to 23 September 2022.
  • No later than Sunday, 20 February 2022, teachers shall update the mandatory attributes for subjects in the SIS, in particular the requirements for completing the subject course (which cannot be changed subsequently); depending on the situation, it is possible to only update the forms of examination (presence/distance). The deadline for the registration of subjects in the SIS for the students is 25 February 2022.

The Task Force recommends that the teachers:

  • Update their consulting hours and offer them to the students while teaching;
  • With effect from 1 March 2022, offer examination/course credit dates for winter semester subjects in the summer semester and summer examination period, in particular for students who could not take examination/course credits in the winter semester due to external obstacles;

Communication from the Dean of the Faculty of Science of Charles University

In response to the current measures of the Ministry of Health, I would like to inform you of the following:

Effective January 31, 2022, in the Task Force Resolution of January 14, 2022, under Employee Testing, the following paragraph (f) is added to the list of exceptions to the testing requirement:

"(f) The employee has laboratory-confirmed Covid-19 disease, the employee's period of ordered isolation has expired, and at the same time no more than 30 days have elapsed since the positive RT-PCR test."


The Task Force of the Faculty of Science, Charles University adopted the following resolution in a correspondence meeting on 14 January 2022:

This Resolution of the TF annuls the TF Resolution of 11 January 2022.

The Task Force insists on its appeal towards observing the measures, in particular on the necessity of wearing respiratory protection and maintaining distances of at least 1.5 m. The obligation to wear respiratory protection does not apply to examinees and examiners during examination, provided that all the persons maintain distances of at least 1.5 metres.

Current notes on the organisation of study

The state final examination in the 2021/2022 winter term will take place as scheduled.

External members of SFE panels and opponents who cannot produce a valid negative result of a PCR test (up to 72 hours old) or an antigen test (24 hours) and who attend SFE in person shall take an antigen test prior to the SFE at the workplace that organises the SFE. It is recommended for external SFE panel members and opponents to participate in the examination remotely.

Students are not obligated to prove being free of infection during the examination. Considering the current epidemic situation, however, the Task Force recommends that students take antigen tests on a voluntary basis (to protect others etc.). We recommend testing in advance so that, should the test result be positive, the examination can be organised in an online form. Upon commencing the SFE, the panel will inquire whether a student feels healthy and is capable of taking the SFE. The student’s reply will be recorded in the defence record.

Study programme guarantors are recommended to organise examination panels with at least five members. For panels already established with fewer than five members, they are recommended to add members. A panel can still be complemented on the day of the SFE so that at least three panel members are attending the examination in person.

Students upon whom quarantine or isolation was imposed may take SFE remotely only if their health so permits and subject to the approval of the chair of the respective examination panel.

The chair of the panel will excuse the students who are demonstrably ill and those who cannot take SFE remotely from the examination date. In cases such as this, the student shall prove their sickness or quarantine with a certificate issued by their physician or sanitary authority.

Employee testing

Employees shall test for the presence of the SARS-CoV-2 virus antigen at the workplace using rapid antigen tests (RAT) intended for self-testing (for use by laypeople) twice every week, with the second test taken no sooner than the third day after the previous test (preferably on Mondays and Thursdays).

If an employee is absent from their workplace on the test day, they shall take a preventive test on the day of arriving to work.

Exemptions from testing:

a) Employees who, given the character of their work, do not encounter third persons at the workplace; persons living with them in one household are not considered third persons;

b) Employees who work outside their workplace (see Rector’s Measure No. 2/2022),

c) Employees who took a RT-PCR test for the presence of the SARS-CoV-2 virus within the past 72 hours to a negative result;

d) Employees who took a rapid antigen test (RAT) for the presence of the SARS-CoV-2 virus antigen administered by a healthcare worker within the past 24 hours to a negative result; or

e) Employees who take preventive tests with another employer they are employed by or with another legal entity where they serve as a body or a member of a body.

Employees shall demonstrate the exemptions under indents (c) to e) to the employer.

The employees shall record the test result or the reason for exemption from testing in the ONT application at https://testovani.cuni.cz (the employees shall not make any records in cases sub (b)). If an employee cannot write in the application, they shall notify their supervisor.

In the event of a positive test result, the employee shall report the result to their direct supervisor and leave the workplace.

The Faculty Secretary in cooperation with CU Rectorate shall procure and distribute antigen test kits including instructions for use.

If an employee refuses to test, the supervisor shall report this to the Faculty Secretary. In such a case, the employee shall leave the workplace and if, depending on the workplace conditions, the employee cannot work in a home office mode, they are not entitled to compensation or salary for working hours missed this way.

Requirements for entry of external persons

Upon entering Faculty buildings, visitors must be able to produce a valid negative PCR test result or a certificate of vaccination or recovery from the disease, preferably using the Tečka application.

Throughout their stay in Faculty buildings, visitors shall observe all current special measures, including but not limited to wearing respiratory protection all the time.

The effect of the measures issued to date is not changing. The Task Force insists on its appeal towards observing the measures, in particular on the necessity of wearing respiratory protection and maintaining distances of at least 1.5 m.

Current notes on the organisation of study

The state final examination in the 2021/2022 winter term will take place as scheduled.

The members of the SFE panels shall test as instructed by the head of the respective workplace.

Given the epidemic situation, students are recommended to test in advance so that they can produce a negative result on the day of the SFE.

Study programme guarantors are recommended to organise examination panels with at least five members. For panels already established with fewer than five members, they are recommended to add members. A panel can still be complemented on the day of the SFE so that at least three panel members are attending the examination.

Employee testing

In mandatory antigen testing with effect from 17 January 2022, all employees of the Faculty shall observe the instructions of the head of their workplace (the heads will receive instructions this week).

Requirements for external persons to enter and navigate the Faculty (conferences, seminars, visits to museums, collections, etc.):

Upon entering Faculty buildings, visitors must be able to produce a valid certificate of vaccination or recovery from the disease, preferably using the Tečka application.

Throughout their stay in Faculty buildings, visitors shall observe all current special measures, including but not limited to wearing respiratory protection all the time.

Requirements for entering the buildings during the 2022 Open House Days

Further to the currently applicable regulations and measures of the Ministry of Health, attendance in the Open House Days of Charles University’s Faculty of Science is subject to the production of:

1) A proof of vaccination against Covid-19 (only vaccines approved in the EU), provided that:

 a) at least 14 days have expired since the application of the second dose of the vaccine for double dose schemes, or

 b) at least 14 days have expired since the application of the vaccine dose for single-dose schemes according to the SPC;

2) A proof of recovery from Covid-19 within the last 180 days; or

3) A valid negative PCR test result for the SARS-CoV-2 virus, provided that the person:

 a) is younger than 18 years,

 b) cannot be vaccinated for health reasons (this has to be demonstrated upon arrival),

 c) has been vaccinated against Covid-19 and fewer than 14 days have expired since the completion of the vaccination; or

 d) has been vaccinated against Covid-19 with the first dose under a double dose scheme and fewer than 90 days have expired since the application of the first vaccine dose.

Visitors shall demonstrate compliance with the above requirements to event organisers using the Tečka application. Visitors who refuse to demonstrate that they are Covid-19-negative or who do not comply with the above requirements will not be allowed to entry Faculty buildings and/or requested to leave.

Please note that wearing respiratory protection is mandatory for all persons in all internal areas of the Faculty. We insist that visitors observe all applicable special measures and recommended procedures (social distancing, avoiding larger groups, etc.).

Current notes on the organisation of study

  • The instruction in the winter semester of 2021/2022 was not massively disrupted by the epidemic; the TF does not anticipate changes to the academic year schedule. The credit week, the winter examination period and the inspection of credits required for the progression to the second-year of study for first year students of BC programmes will take place as scheduled.
  • The situation with students who face problems will be assessed on an individual basis. The information on subjects in the SIS will be used for this purpose (teachers’ instructions, e-mail notifications with regard to subjects, etc.). Students are repeatedly encouraged to inform their respective Student Registry officials of any serious obstacles to study on their part (to be done earlier than after the credit inspection scheduled for 14 February 2022 and 23 September 2022).
  • Teachers are encouraged to grant course credits during the credit week (by 9 January 2022); this applies primarily to first-year students of BC courses who need a course credit to be allowed to take an exam; the teachers should record the exam results in the SIS no later than 13 February 2022.
  • Teachers should offer a sufficient number of exam dates in the SIS by 9 January 2022. The dates should cover the winter exam period evenly, with sufficient capacity (including additional dates).
  • Teachers are encouraged to schedule exams only until the end of the winter examination period (with results to be registered in the SIS by 13 Feb 2022) and to offer any additional (retake) exam dates from March 2022 on and/or in the summer examination period.
  • Similar to instruction, examination should take place primarily in the presence form; online examination is admitted, though only in justified cases.
  • The imposition of quarantine is a sufficient reason to excuse a student from an examination date. If quarantine is imposed on a teacher, the exam may be taken online subject to the students’ approval; if a student does not agree to online examination, the teacher shall excuse them from that exam date and shall subsequently offer a new exam date.

The rules for testing the employees and students will be determined once the expected government instructions are issued and processed by the Task Force of Charles University, which will determine the future instructions for the TF of FSc CU.


The Task Force of the Faculty of Science, Charles University adopted the following resolution in a correspondence meeting on 1 December 2021:

The Task Force insists on its appeal towards everyone to observe all anti-epidemic measures adopted to date. In particular, it insists on the necessity of wearing respiratory protection.

Organisation of study

The Task Force recommends to continue organising lectures in the presence form and, where the applicable restrictions cannot be observed (social distancing), to organise lectures in a hybrid form. Instruction shall continue following the winter semester schedule.

Where instruction needs to be delivered fully online, teachers should consult the head of their workplace (Department, Institute) in order to avoid problems in terms of failing to fulfil instruction objectives of each subject and disrupting students’ preparation for course credit and examination sessions. It is necessary to take into consideration the form of instruction (lectures, seminars, exercises) and the form of evaluation (oral or written examination, test, etc.).

Any changes undertaken in the instruction subjects in substantiated cases should represent a solution for the necessary period of time only.

When transferring instruction to an online environment, teachers should take into consideration the schedule of the students in the relevant year and/or in the programme so that students can also take part in other/remaining subjects. In the event of scheduling conflicts between online and subsequent direct presence classes (exercises, seminars, etc.) teachers shall provide students with adequate study material (lecture recordings, literature, etc.) through the SIS (Moodle, etc.).

The information about any changes in instruction and/or examination must be recorded with each subject in the SIS and students must be informed in advance (e-mail sent through the SIS).

The Task Force asks the teachers to insist on the observance of anti-epidemic measures. Instruction is forbidden to anyone who disregards safety measures. Teachers are authorised to ask students to demonstrate being infection-free (in particular in classes where exemptions apply, e.g., before physical education classes).

The Task Force asks the teachers to offer a helpful approach to students who cannot participate in presence classes, including due to having symptoms of the disease. (Teachers shall not punish “responsible” students who are absent from classes; only in ad hoc situations, they will allow the students who excuse themselves properly to take examination on a substitute date.)

Testing for employees

Operation of the Celetná testing centre – The University’s central testing hub at Celetná 13 that provides antigen testing is in operation from Monday to Friday (8:00 am – 4 pm) and will be open until 17 December 2021. During the week before Christmas, the centre will operate only on Monday, 21 December 2021 and Tuesday, 22 December 2021, also from 8:00 am to 4 pm. After Christmas, the centre will operate only on Monday, 27 December 2021 (8:00 am – 4 pm). The operating hours for January will be determined in December. 

Testing at workplaces – Any requirements for procuring self-tests are to be addressed by the head of the workplace that will pay for the self-tests. Workplaces are obligated to keep records of the tests completed.

Persons without access to the CAS – Persons employed by Charles University should have access to the CAS. This also applies to persons with agreements to complete a job (“DPP”) and agreements to perform work (“DPČ”). The heads of workplaces shall ensure that persons with contracts covering work outside full-time employment visit the centre at Celetná 13 and are entered in the CAS.

Updates of the ONT Form – The ONT Forms (https://testovani.cuni.cz/FormONT) are open for all employees for future updates. If an employee gets vaccinated, they should modify their respective answers in the ONT accordingly. The form is also available in English. The Task Force orders all employees to update the database in the event of any change in information entered previously.


The Task Force of the Faculty of Science, Charles University adopted the following resolution in a correspondence meeting on 23 November 2021:

The Task Force of the FSc CU (the “Task Force”) is asking all Faculty students and employees to exercise mutual respect, patience, and understanding, and wishes everyone good health. At the same time, it strongly recommends that everyone get vaccinated against Covid-19.

Considering the unfavourable epidemic situation, the Task Force is adopting the following measures:

Conditions for staying inside FSc CU buildings

The use of respiratory protection is mandatory for all persons in all interior areas of the Faculty. The only persons exempt from this measure are the teachers at performing their teaching duties who have been vaccinated against Covid-19 or who have recovered from the disease within the period defined by the government and maintain a social distance of at least 1.5 metres from persons receiving instruction during classes.

The Task Force recommends that, with regard to the deteriorating epidemic situation, everybody reduce their personal presence at the Faculty to an absolutely necessary amount of time and also reduce their mutual contact even in situations where the anti-epidemic measures do not require so.

The introduction of shift operation and working from home is within the competence of the heads of workplaces and/or the heads of the sections of the Dean’s Office.

Instruction

Instruction shall continue in the presence form as scheduled. In accordance with the positions of the Ministry of Education, National Accreditation Bureau and Charles University, the Task Force prefers direct instruction involving the presence of teachers and students for as long as this is tenable. The Task Force recommends the teachers to deliver lectures in a hybrid form wherever technically feasible and desirable with regard to the auditorium capacity (a synchronous online transmission from the auditorium).

Teachers who cannot attend instruction in person due to being quarantined or experiencing health issues shall teach directly in an online environment subject to the approval of the head of the workplace.

The teacher shall record the notice on providing instruction online in the annotation of the subject in the SIS and notify the students registered for the subject via e-mail at least one day in advance (through the SIS).

The Task Force recommends that teachers update or complement supporting study resources (study material, lecture recordings, etc.) for subjects in the SIS (Moodle, etc.).

Graduation ceremonies

The graduation ceremonies scheduled to take place by the end of 2021 are cancelled beginning with 23 November 2021 and shall be held at a substitute date. The substitute dates will be set with regard to the development of the epidemic situation. Information for graduates is provided on the graduation and diplomas web page, which is being updated on a continuous basis.

Following an arrangement with a student registry official, graduates can pick their diplomas up from the student registry after the scheduled date of their graduation ceremony that was cancelled. The graduates who need their diplomas for their employers or for further studies can pick them up from the student registry without having to visit the CU Rectorate in person first (the student registry sheets to be signed will, on an exceptional basis, be available at the Student Registry). Even the students who take this opportunity can take part in the substitute graduation ceremony at a later date if they wish.

Employees’ obligations – ONT Form and the obligation to complete it

Charles University was tasked with determining whether its employees have been vaccinated, have recovered from Covid-19, or are obligated to take regular tests.

All employees of the Faculty are obligated to complete the ONT Form by Friday, 26 November 2021 at https://testovani.cuni.cz/. The employees shall state in the form, which is created on the basis of a solemn declaration, whether they have been vaccinated, have recovered from the disease, or do not comply with any of these requirements and will have to be tested. Faculty employees who have recovered from Covid-19 shall specify the date of the first positive test result and/or the period of their sickness in the solemn declaration.

The Faculty Secretary is the contact person in charge of handling information from the Rectorate ONT records and liaising with the heads of the Faculty’s workplaces. Information is exchanged via e-mail.

Testing for unvaccinated employees

With effect from Monday, 29 November 2021, all Charles University employees must undergo regular testing. This obligation does not apply to persons who: a) completed their vaccination scheme more than 14 days ago; b) have recovered from Covid-19, provided that not more than 180 days have elapsed since their first positive test result; c) took a PCR test to a negative result within the last 7 days; d) took an antigen test conducted by a healthcare professional to a negative result within the last 7 days; e) are absent from the Faculty premises during the respective week (e.g., due to being on holiday or a business trip, or working in a home office mode, etc.).

Charles University is setting up an antigen test point at Celetná 13, Prague 1 for testing employees who have not been vaccinated and/or have not recovered from the disease. The test point will operate from Friday, 26 November 2021. Employees are not required to pay for the testing.

Booking for the tests is available at https://testovani.cuni.cz/ under the Rezervace (Booking) tab (not available in English yet, it will be added ASAP). The test booking system will be made operational during 24 November 2021. The test booking will be accessible only to those employees who are not vaccinated and/or have not recovered from Covid-19.

With effect from 29 November 2021, Faculty employees are obligated to produce the requisite certificates to the head of their workplace.

Each head of a workplace should be aware of who of their employees have to test regularly and who do not have to. The head of the workplace shall notify the Faculty Secretary of any requirements for procuring self-tests for the workplace that pays for its own self-tests.

Meetings of Faculty assemblies

The meetings of Faculty assemblies (such as the Scientific Council and/or the Academic Senate) shall be held in a hybrid form. Upon entering a meeting with more than 20 persons attending, the attendees shall produce a certificate of no infection (of having completed vaccination or recovered from Covid-19 within the period defined by the government).

Organising collective events

The Task Force is asking the organisers of any events that are not directly related to instruction (such as seminars, workshops, parties, etc.), to consider cancelling such events, postponing them for the spring months, or running the events in a hybrid form.


The Task Force of the Faculty of Science, Charles University adopted the following resolution in a correspondence meeting on 2nd November 2021:

In response to the development of the epidemic situation, with regard to the current Ministry of Health measures, and following a meeting of the Task Force of Charles University (on 1 November 2021) the Task Force of the Faculty of Science, Charles University (the “Faculty”) adopted the following resolution in a correspondence meeting on 2nd November 2021:

The measures adopted by the Task Force of FSc CU on 26 October 2021 and 14 September 2021 remain in force.

The use of respiratory protection is mandatory for all persons in all internal areas of the Faculty. The only persons exempt from this obligation are those specified in the resolution of the Task Force of 26 October 2021.

The new rules are laid down as follows:

All persons (students, employees, visitors, etc.) on the premises of the Faculty must be able, at the request of a supervisor or teacher, to produce a certificate of vaccination, of having recovered from the disease, or having tested negative.

Unvaccinated persons (students, employees, visitors, etc.) must also wear respiratory protection during instruction (regardless of the seating arrangement or distances between persons) and examination (regardless of whether they are an examiner or an examinee).

Persons whose health prevents them from wearing respiratory protection must be able, at the request of a supervisor or teacher, to produce a medical certificate confirming such condition.

Students who cannot wear respiratory protection for health reasons shall send a medical certificate of their condition electronically (from the “@natur.cuni.cz” domain) to their respective officials at the Department for Student Affairs.

The Department for Student Affairs shall note this condition in the student’s record in the SIS so that teachers need not request the certificate from students during instruction and have an overview of “excuses” available in the SIS.

Teachers will forbid any students who do not respect the epidemic rules from attending instruction.

Employees who cannot wear respiratory protection for health reasons must be able to produce a medical certificate of such condition to their supervisor.

Any employee’s conduct conflicting with these rules may be qualified as breaching occupational discipline.


The Task Force of the Faculty of Science, Charles University adopted the following resolution in a correspondence meeting on 26 October 2021:

In response to the development of the epidemic situation, with regard to the current Ministry of Health measures, and following a meeting of the Task Force of Charles University (on 25 October 2021), the Task Force of the Faculty of Science, Charles University (the “Faculty”) adopted the following resolution in a correspondence meeting on 26 October 2021:

The use of respiratory protection is mandatory in all internal areas of the Faculty. The other measures adopted by the Task Force on 14 September 2021 remain in force.

Newly, with effect from 25 October 2021, the use of respiratory protection is mandatory during the work at worksites (except for people who work in a single location without any other persons present).

This obligation does not apply to:

- students and academic workers involved in educational activities whose nature does not allow for wearing respiratory protection (in particular physical education);

- students during instruction who are seated at desks or otherwise while maintaining distances of 1.5 metres);

- academic workers delivering instruction who have been vaccinated against Covid-19 and at least 14 days have expired since the completion of the vaccination scheme in accordance with the summary of product characteristics;

- examinees and examiners during examination, provided that all the persons maintain distances of at least 1.5 metres;

- persons who prove that their health does not allow them to wear respiratory protection.

 

With effect from 1 November 2021, the duration of test result validity with regard to Covid-19 is changing as follows:

a) A negative rapid antigen test (RAT) result is newly valid for 24 hours;

b) A negative PCR test result is newly valid for 72 hours.

 

Producing a negative test result, a proof of having recovered from the disease, or a proof of completed vaccination is not required for presence during instruction, but is required for staying in dormitories and field stations, presence at matriculation and graduation ceremonies in the Karolinum, educational events organised by the Faculty, and group visits to the Botanical Garden and Faculty museums.

The Academic Senate of FSc CU adopted an appeal with the following wording in the form of a resolution at its meeting on 21 October 2021: “The Academic Senate strongly requests all members of the academic community to respect the rules restricting the pandemic spread.”


The Task Force of the Faculty of Sciences, Charles University, adopted the following resolution on 14th September 2021

In response to the development of the epidemic situation, with regard to the current Ministry of Health measures, and in order to clarify the current obligations to be observed by the Faculty students, employees and visitors, the Task Force of the Faculty of Sciences, Charles University (the “Faculty”) adopted the following resolution in a correspondence meeting on 14 September 2021:

I.

Respiratory protection

The presence of employees, students and other persons in the Faculty’s interiors is subject to having one’s airways covered by a respirator with at least 94% efficiency (i.e., e.g., class FFP2 or KN95).

This obligation does not apply to:

  1. teachers during instruction,
  2. students during instruction, provided that they are seated at desks and maintain distances of at least 1.5 metres between them (if the distances cannot be maintained, the persons must not remove their respiratory protection), 
  3. students during physical education classes/teaching practice,
  4. examinees and examiners during examination, provided that all the persons maintain distances of at least 1.5 metres,
  5. students and employees while eating and drinking,
  6. persons who prove that their health does not allow them to wear respiratory protection.

 

II.

Organisation of instruction; presence on the Faculty premises

Presence instruction, examination and credit sessions, and student registration procedures (hereinafter “instruction”) are permitted for all students, regardless of their year or stage of study. Neither students nor employees are obligated to take preventive tests when entering the Faculty buildings (with the exceptions specified below).

All persons present on the premises of the Faculty and during Faculty activities involving personal presence must be free from the clinical symptoms of Covid-19.

If ordered to self-isolate, students will be allowed to deliver on their academic obligations in a remote manner only when the requirements for the specific subject permit this and subject to the approval of the teacher of the subject; in the event of state final examination, state doctoral examination, and dissertation thesis defence, subject to the approval of the Chair of the examination panel. 

If the disease is confirmed and when the academic obligations cannot be delivered remotely, the student is excused from the set date by the teacher or the Chair of the examination panel. In cases such as this, it is necessary to prove that one is sick or has been ordered to self-isolate with a medical certificate (a scan of the medical certificate sent by the Faculty mail is acceptable).

 

Access to Faculty buildings after returning from abroad

The presence of employees at workplaces and students’ participation in instruction (including field exercises, field trips, etc.) after returning from abroad where they stayed for more than 12 hours (of for more than 24 hours in neighbouring countries) is only possible subject to the satisfaction of the requirements defined by the Protective Measure regarding the crossing of the national border and the current version of the Notification of the Ministry of Health issuing a List of Countries, or their Parts, with a Low, Medium and High Risk of COVID-19 Transmission. 

The observance of the requirements defined by the Protective Measure regarding the crossing of the national border is to be demonstrated using a duly completed solemn declaration, which employees shall submit to their senior employees and students to the Student Registry. The solemn declaration must include evidence of testing, recovery from the disease, or completed vaccination where personal presence is subject to such requirements.

If an employee fails to produce the solemn declaration, they cannot be allowed to their workplace. If a student fails to produce the solemn declaration, they cannot be allowed to receive instruction.

Each individual employee and/or student is responsible for observing the requirements for presence at the Faculty, the duty of notification vis-à-vis the Faculty, and the requirements applicable for returning from specific countries. Please check the currently applicable measures of the Ministry of Health and any amendments thereto when returning from trips abroad.

If ordered to self-isolate after returning from abroad, employees will be allowed to work remotely. If the work cannot be done from home or if the employee disagrees, this constitutes obstacles on the employee’s part without a right to salary compensation. When returning from a business trip abroad, the obstacles are on the employer’s part and the right to salary compensation applies.

 

 III.

Presence at graduation and matriculation ceremonies in the Karolinum; operation of field stations; organisation of training events

The presence at the matriculation and graduation ceremonies in the Karolinum, the accommodation in field stations and the participation in a congress or a training event organised by the Faculty or held in presence form in the Faculty’s interiors is subject to all of those in attendance producing:

a) a negative antigen test result valid for 72 hours or a PCR test result valid for 7 days,

b) a certificate of recovery from Covid-19 during the past 180 days; or

c) a certificate of vaccination against Covid-19 (using only vaccines approved in the EU) where:

  1. At least 14 days have passed since the application of the second dose for a double dose scheme based on the summary of product characteristics (“SPC”), or
  2. At least 14 days have passed since the first vaccine dose was administered for a single dose vaccination scheme based on the SPC. 

 

IV.

Botanical Garden, museums, libraries

Individual visits to the interiors of the botanical gardens and museums shall keep distances of at least 1.5 metres (except for persons from a single household).

Group visits (both indoors and outdoors) involving more than 20 persons in aggregate are subject to all of those in attendance producing:

  1. a negative antigen test result valid for 72 hours or a PCR test result valid for 7 days;
  2. a certificate of recovery from Covid-19 during the past 180 days; or
  3. a certificate of vaccination against Covid-19 (using only vaccines approved in the EU) where:
  1. At least 14 days have passed since the application of the second dose for a double dose scheme based on the SPC, or
  2. At least 14 days have passed since the first vaccine dose was administered for a single dose vaccination scheme based on the SPC. 

 

V.

Closing provision

The Resolution of the Task Force of the Faculty of Science, Charles University dated 6 September 2021 is revoked upon the issue of the present Resolution.

In response to the development of the epidemic situation, in particular with regard to the Ministry of Health measures, and in order to clarify the current obligations to be observed by the Faculty students, employees and visitors, the Task Force of the Faculty of Sciences, Charles University (the “Faculty”) adopted the following resolution in a correspondence meeting on 7th September 2021:

With effect from the moment of issue of this Resolution, all other currently applicable measures and resolutions of the Task Force of the Faculty of Sciences, Charles University, are revoked.

 

II.

Respiratory protection

The presence of employees, students and other persons in the Faculty’s interiors is subject to wearing respiratory protection in the form of a respirator with at least 94% efficiency (i.e., e.g., class FFP2 or KN95).

This obligation does not apply to:

a)             teachers during instruction;

b)             students during instruction, provided that they are seated at desks or otherwise, or during physical education classes/teaching practice;

c)              examinees and examiners during examination, provided that all the persons maintain distances of at least 1.5 metres;

b)             a certificate of recovery from Covid-19 during the past 180 days; or

c)              a certificate of vaccination against Covid-19, where:

1.              At least 14 days have passed since the application of the second dose for a double dose scheme based on the summary of product characteristics (“SPC”), or

2.            At least 14 days have passed since the first vaccine dose was administered for a single dose vaccination scheme based on the SPC.

1.              At least 14 days have passed since the application of the second dose for a double dose scheme based on the summary of product characteristics (“SPC”), or

2.            At least 14 days have passed since the first vaccine dose was administered for a single dose vaccination scheme based on the SPC.
