I need several LPT ports for hardlocks in my old machine. To buy a new PCI controller is an expensive way, so I tried to use old ISA I/O controllers. I have 4 cards and each has one winbond chip at least. The first two are working fine under Win ME, the second two are maybe broken maybe have incompatible jumper setting.
I have no documentation for this card, but this jumper setting works for me. At least output LPT port works. This is a jupmer setting...

I found documentation: layout, jumper setting 1 and jumper setting 2. I have enabled only LPT port and card works fine. If I enable HDD or FDD controller, my computer is not able to use floppy drive. Nor motherboard nor I/O cars FDD controller works.
